Problem description: 
When inputting biblical hebrew with tyndale keyboard, on windows 7/64, the dots over shin are separate from the shin.
Steps to reproduce:
1. ....launch hebrew keyboard (tyndale)
2. ....pres shift and w, or shift and q
3. ....

Current behavior:dots not over the shin

Expected behavior:dots over shin

Platform (if different from the browser): 
              
Browser: Mozilla/5.0 (compatible; MSIE 9.0; Windows NT 6.1; WOW64; Trident/5.0; SLCC2; .NET CLR 2.0.50727; .NET CLR 3.5.30729; .NET CLR 3.0.30729; Media Center PC 6.0; CPNTDF; .NET4.0C; .NET4.0E; InfoPath.3)

I have no idea what shin with dot is supposed to look like, but here what I got. Please post expected and actual result screenshots with comments.

I don't have any Hebrew Keyboard layout on my Mac OSX, so I copied the Shin letter from Wikipedia (https://en.wikipedia.org/wiki/Shin_%28letter%29#Origins). Displays correctly using Mac OSX 10.8.3 with LibreOffice 4.1.0.1 RC.

@bug reporter: Can you confirm this behavior?
