Format > Conditional formatting
'Add' has the focus, is OK
Enter to add
Now you can't get the focus to the upper part, with the conditions.

Use mouse to go there, e.g. the field to enter a value
use Tab to go to next field...

Again does not work: focus jumps to lower part of dialog.

REgressions only are in old code.

New features and new dialogs don't have regressions. Also please reuse your existing bug report and don't open new ones.
