Problem description: 

Steps to reproduce:
1. launch libreoffice Calc
2. see "data" or "format" -> not translated into french
3. ....

Indeed. Probably same root cause than bug 58068.
Not reproducible in Version 4.0.0.0.beta1+ (Build ID: c1fa87738327413939f0355efd6cb73bc4eac88)

That said the localization is still a work in progress for LO 4.0. Will be complete for RC1, perhaps for beta2.
