Problem description: 

Steps to reproduce:
1. Install LibreOffice from the unified all-languages installer on a Windows system with the system locale set to British English, using the default installer settings.
2. Open LibreOffice Writer and select Tools -> Options -> Language Settings -> Language.
3. Inspect the value of the "User interface" setting.

Current behavior:

English (USA) is selected. Furthermore, if the British English native help pack is installed, pressing F1 or accessing the help system using the menu bar opens a Web browser instead of the installed help.

Expected behavior:

English (UK) should be selected, and if the British English native help pack is installed, pressing F1 or accessing the help system using the menu bar should open the native help browser.
