XLS file with protected sheet showing the problem

When I open the attached xls file in LibreOffice Calc 4.0.0.3, I cannot edit the fields on the first sheet (named "Formulier"), such as in cell D11. When trying to enter text, it says: "Protected cells can not be modified.".

I can enter text without problems with MS Office 2013.

Same things with same files... cant edit protected cells, but in excel 97/2000 works well, and LibreOffice 3.6.0.4 works well too.... I have to downgrade back to this version.

Sorry, I have this problem with my own files, not the uploaded, but the problem is the same. I must have been misunderstandable.
