Contains ListNum LegalDefault field codes

I have a document with {ListNum LegalDefault} field codes.
When I import it the number mostly retains the legal structure (Except header2 levels) but the numbers are now in a random order.
I have attached a document as an example.
Operating System: Windows 7
Version: 4.0.0.3 release

Just noticed this is a duplicate of 44319.

Tried with latest LO V 4.0.1.2 release, problem still exists.
