The Row Heigth space equally should calculate the total height of the table rows that are selected, then divide by number of rows, and set the row height that way.
Steps to reproduce:
1. .... Select all but the header.
2. .... Move the bottom of the table down to make it fit the page
3. .... rigth click
4. Row Height Space Equally
total Table height changes, table now spans many many pages.
rows now have all the same height, but it is not the height implied by the tool.
rows all the same height as eachother, but total height remaining the same.

Thanks for reporting. I can reproduce this behavior.
I see the use case of this feature. Suppose you have a cell with much text in it, so the row height is quite big. When you want to have a "median" of the row height then ... a lot of the content will be cropped then. You see?
I'm going to convert this bug report to an enhancement for another feature like "maintain total height but adjust rows to be equal". I hope you agree?
