Problem description: 
I install English version and English helppack but when I click on F1 the help opens in the webbrowser https://help.libreoffice.org

Steps to reproduce:
1. Install LibreOffice_4.0.2_Win_x86.msi
2. Install LibreOffice_4.0.2_Win_x86_helppack_en-GB.msi
3. Start any of the LO apps, calc, writer and press F1

Current behavior:
https://help.libreoffice.org

Expected behavior:
Instead of the locally installed help from the helppack.

Note that my Win7 OS is a French edition.

This already happened in 3.x and at that time I could get it to work by totally de-installing LO and reinstalling and then updating the options for languages accordingly.

However in 3.x the installer I used was a multi e.g.: LibO_3.6.4_Win_x86_install_multi.msi
              
Can't find that for 4.x
