Problem description: 

Steps to reproduce:
1. Install the newest version of LibreOffice 
2. During installation I unchecked the option to have desktop start-up icon 
3. Even with this option unchecked the installation program placed such a icon on the desktop

Current behavior:
currently the installation is not influenced by this option and always places start icon (tested also on Windows XP)
Expected behavior:
If the user select this option there should be no icon on desktop
