I've noticed that since 3.5.7 that Conditional Formatting doesn't work. Various problems, but the main one is, once I bring up the Conditional Format Dialog box, I can not scroll on the sheet that I am on, I can not switch to another sheet to select any cells. Is this by design? Am I supposed to type in all of my cell references now?
3.5.7 is a very old release. you should try using updated LibO versions like 4.0.5 or 4.1.1. do you still see this issue?
Every version higher than 3.5.7 has thie problem with conditional formatting.

NOPE. Can't update. Need a version that works. 3.5.7 is the last one that worked.
