Korean dictionary using hunspell is available here.
http://extensions.libreoffice.org/extension-center/korean-spellchecker

It has three different license, GPL, LGPL, MPL.
And base on korean public dictionary for spellcheck project

I oppose to having this 16 MB monstrosity in the default install.

Seems reasonable as an enhancement request.
Presumably this would be bundled in the Korean language pack, and would not burden users who don't need Korean

This year(2019), National Institute of Korean(국립국어원/國立國語院) opened Korean Dictionary content License. It changed CC-BY-SA License.

표준국어대사전(標準國語大辭典, Standard Korean Dictionary) Link:

Nowaday, Korean people can easily access Dictionary's contents. (License is freely used it).

If I have a time, I'll summarize and release Korean dictionary Data on LibreOffice.

If I have a time, I'll change the state 'ASSIGNED'.

It's been done in tdf#135405 and should be available since 7.1

Don't hesitate to reopen this tracker if I'm wrong.
