MS Word has two options in the page border settings. These are called "Surround header" and "Surround footer". A similar thing must be implemented in Writer, otherwise documents created in MS Word without header and footer surrounding bordes won't open correctly. In Writer they open with the borders surroundig the whole page, including header and footer. Ex.: How you create in MS Word: ...header... |..........| |..........| |..........| |..........| ...footer... How it opens in LibreOffice Writer: |..header..| |..........| |..........| |..........| |..........| |..footer..|
My company is willing to fund this implementation. It doesn´t need to correctly open MS Office files. We just need the "surround footer" and "surround header" options to be present for new files for editing in libreoffice, so we can remove page borders from around header and footer, but leave them surrounding the main text in the document. I´ve created a bounty. If someone would like to price it, tell me, and if affordable, we will insert money int he bony. Word 2007/2010 Insert a page header and a page footer. Page Layout -> Page borders -> Page Border Tab -> Click to insert borders on both sides of page -> Options... -> Measure from: Text -> Uncheck Surround header and Surround footer -> Ok -> Ok. Hello, this is how you can reproduce: Word 2007/2010: Insert a page header and a page footer. Page Layout -> Page borders -> Page Border Tab -> Click to insert borders on both sides of page -> Options... -> Measure from: Text -> Uncheck Surround header and Surround footer -> Ok -> Ok. Attached is an example document created without borders surronding header and footer. I have attached also screenshots of how this document opens on Word 2007 and Libreoffice.

I added bug 39270 in the "see also" field. That bug deals with Borders as graphics / Decorative borders which is (technically-wise probably) related to this one.
