In the LibreOffice (Tools > Options > General ..) File dialog, there is the button "Create new folder".
Would be lovely to be able to trigger that with Ctrl+Shft+N
(Currently, that acts as Ctrl+N)

iirc, the LibreOffice file dialog is not actively maintained any more
(though we may hope kept in working state for use of FilePicker in scripting ;) )
