When I try to open any very small libre files it needs couple of minutes to open them. When I shoutdown the NET on the desktop files are open in some seconds as previously.

I am not a network expert, 
however as I see Libre try to make connection to http://239.255.255.250:1900 without success.

This seems to be UPnP request http://en.wikipedia.org/wiki/Simple_Service_Discovery_Protocol - please check your router configuration.

Every other programs work fine except LO. It does not seem to me router related problem.

Same as bug 97931? Does the workaround mentioned in the report help you?
