Problem description: Doesn't work. Instead it loads up as recover document. With no document to recover.

Steps to reproduce:
1. ....tools
2. ....options
3. ....memory
4.     Load during system startup
Current behavior:Loads as document recovery

Expected behavior:Expect startup icon to appear in quick startup icons.
