Steps to reproduce:
1. New Writer/Calc/Impress...
2. Go to menu "Help - LibreOffice Help".

Current Behaviour:

The wiki help page for the Help menu is open:
https://help.libreoffice.org/swriter/.uno:HelpIndex?Language=en-US&System=WIN&Version=4.4#bm_id3149178

(Who cares about this "Help" for "Help Menu"? 
When the user clicks that help menu, he/she wants to see a general help page for libreoffice usage. He/she does not care what the help menu does.)

Expected:

One of the following help pages open (depending on within which application the menu is clicked):

* Welcome to the LibreOffice Writer Help
https://help.libreoffice.org/swriter/SW_HID_EDIT_WIN?Language=en-US&System=WIN&Version=4.4#bm_id3147244

* Welcome to the LibreOffice Calc Help

Very true. Good enhancement request. Who cares about the help page about "help" itself. :P

Not so sure this is an issue. When the off-line localized help is installed, the module specific help opens in a dialog at an appropriate starting point. We do expect/encourage folks to install the localized off-line help.

It is only when local-help is not installed, the stub for each module's index is redirected to the on-line Wiki and on landing to the help for Help article -- with a note of the referring command, e.g. "(Redirected from Swriter/.uno:HelpIndex)".  

I'm not certain, but think this is being done to keep the overhead of coding the Help Wiki low.  From a landing on the help for Help Wiki all localizations are available--good when first using the help, maybe not best for a more experienced user.

I guess an option with similar simplicity but a better starting point might be to land on the help Main page: https://help.libreoffice.org/Main_Page, and allow user to click into the help for the module they want help with.

I'd like to support this enhancement. Using LO for some years I usually don't use F1-key (don't ask me why) but the help-menu offline help. I knew it's my fault, but I just recognized the "home"-button within the offline help. So I strongly agree to "who cares about the help for the help-button".
So I think it would be very user-friendly, if the help button in the help-menu leads you directly to the starting page of LO Help(like F1 does).

In my opinion it is a bug and not an enhancement, because the shortcut of the comment(F1) leads to a different result than the comment itself.
=> removed enhancement

I also think, that it is a UI related bug => changed component from "documentation" to "UI"

Ideally it should link to help of the module you are in, just like how if help is installed, it auto select the module in the drop down so you get module specific help ( https://help.libreoffice.org/Writer/Welcome_to_the_Writer_Help ). The links could be hardcoded worse case scenario as they never change. :D

AFAICT this is no longer the case (since the new browser-based help system).

Even if the help package is installed: In Calc, Help->LibreOfficeDevHelp opens a page showing WRITER information in the left bar.

So this is actually a regression, functionally speaking (from 5.x which used the old help system).
