Shift-resize preserves the aspect ration in draw.
Crtl-resize preserves the aspect ratio in writer.
This is inconsistent, the same key should be used in both cases.
I suggest to use the Ctrl key which is used in Inkscape.

This bug seems also related to bug #74353.

This has been changed in 4.4.

First of all, both in Writer 4.3 and 4.4, image resizing preserves the aspect ratio by default and you *break* it by pressing shift.

In Draw 4.3, AR was not preserved by default and you achieved it by pressing shift.

In Draw 4.4, AR is preserved by default and you break it by pressing shift.

Grabbing an resize handle and pressing ctrl makes a copy of the image in both applications.
