In writer.

Case 1:
type a two lines text.
apply list 1 style from "Paragraph styles" in Styles & Formatting sidebar.
apply list 1 style from "List styles" in Styles & Formatting sidebar.
go back on Paragraph styles
Right click on List 1, select Modify
Go to Indents & Spacing tab
Change Before text to 2 " and first line to - 1 "
Click apply
=> Nothing happens

Case 2:
type a two lines text.
apply list 1 style from "Paragraph styles" in Styles & Formatting sidebar.
Right click on List 1, select Modify
go to Outline & Numering tab
Select List 1 in Numbering style
Go to Indents & Spacing tab
Change Before text to 2 " and first line to - 1 "
Click apply
=> Text is moved

Both situation apply the same styles: List 1 (paragraph) and List 1 (list)
So both should produce the same result.
Personnal point of view : I prefer case 2 result.

Ok, should have searched deeper: it is under Text body parent style and List.
Reproduced.

The relevant part of the specification is in section 17.20 <style:list-level-label-alignment>
