There appears to be a common problem when people try to open word processed documents sourced externally and edited with LibreOffice Writer, as many claim they are corrupted.

Is it possible that the documents are not compatible with other word processors?

Confirmed the problem with opening attachment in MSO 2013: undeclared prefix.

Yet, the file cannot even be opened in LibreOffice!
File format error found at 
SAXParseException: "No namespace defined for pic"
SAXParseException: '[word/document.xml line 2]: Namespace prefix pic on bodyPr is not defined
', Stream 'word/document.xml', Line 2, Column 19454(row,col).

Downloaded the original docx for EUCAP Sahel Niger job.
Re-saved it from LibO as docx. It opens fine in MSO.

I wonder, what changed you made to it?

Downloaded the English CV template as both .doc and .odt from here: https://europass.cedefop.europa.eu/en/documents/curriculum-vitae/templates-instructions
Docxes saved from LibO opened fine in MSO.

I'm setting to NEEDINFO, while we wait for information about how the document was edited.

Since the original reported didn't respond, and in this way it can only be closed, I'll precise the bug:
1. download https://europass.cedefop.europa.eu/en/documents/curriculum-vitae/templates-instructions/templates/doc.doc, 
2. add some text in a few fields
3. save also as DOC

Result: DOC opened in MS Office reports an error.
Tested with LO 4.4.7 and master 5.2+
