For Writer, Calc and Impress has added new menu Styles, Sheet and Slide (bug 91781, 91820, 91857. For the menu bar in Draw must add item Drawing, because drawing functions in Draw only on the Drawing toolbar, and not anywhere else.
Yes the menu bar needs to be reorganized just like in Writer, Calc and Impress, but i have done the research on it, but at a glance, i would assume the 'Modify' menu should likely be renamed to 'Shape' or something like that.

Don't think we'd be able to force it all into the Modify menu which already has a Shapes sub-menu--devoted to interaction of existing shapes. And of course the modify menu has many other menu actions to modify existing Draw objects. Seems like what is missing from menu (and underexposed in the now vertical Drawing toolbar) are the drawing object creation and selection tools. As well the tools for reaching the 3D object dialogs. So, perhaps in addition to the Modify menu, there should be a Create menu? Also missing menus to manipulate layers (although that remains limited and probably needs UNO command development)--things like movement of Draw objects between layers, grouping onto new layer, goto layer for selected object, ordering of layers (that would be nice!). Maybe flattening action, to bring all objects back to the default layout layer.

I would never suggest everything would need to be forced into the Modify menu, as Insert and Format have lots of stuff missing from it. The Shapes sub-menu in Modify has related functions to it outside of the sub-menu (i.e. Combine and Split), so renaming it to Shape would make sense, as it emphasizes the main feature of the module, just like Writer has Table, Calc has Sheet, and Impress has Slide. menu item "Format>Page properties" need change name to "Format>Page" for uniformity with other components
I suggest to unify naming and position of menu items that are identical to other LibO components so that at least the appearance of the menus is similar. Draw-specific menu items can remain untouched. This wouldn't need deeper investigation and the new major version 6 would be a good start point for menu restructing.

Yousuf Philips committed a patch related to this issue.
