Layout -> Centered Text. Text box is located from the middle of the slide down under the bottom.

Reproduced in 7.1, but since we don't ship this "Impress" template since LO 7.3, let's close this as "works for me".
Feel free to set back to "new" if you find a current template that also has this issue.
