DOCX with images

Images in attached DOCX are imported correctly, and they are marked 'To Character' in recent versions, at least from LO 4.3.
But, on round-trip save to DOCX, they are not saved correctly, and they are marked 'As Character'.

Confirmed with v5.0.4.2 under windows 10 x64.

Also, if you anchor it 'To Page' or  'To Paragraph', on the RT it also gets set 'As Character'.

I think the description from this report is better, but I think it's a dup from bug 96629
Exactly the same graphics in the 2 reports, btw...

This is the residual issue from bug 49229. Reporter opened it but didn't indicate it in the original bug, so I opened the same one.
