This file is can be opened by MS Excels but not LO Calc

Failed to open xls. But the same file can be opened with MS Excels. The file is attached.

The file's type is "xml spreadsheet 2003". I can open the file with excel 2010.

The file opens after several minutes, and several clicks on "Retry". The message "General I/O error" is not true, as it isn't an error at all. bug 35543 comment 20 explains why it was done that way.
