Is this a bug or a documentation/interface problem? The documentation seems to imply that it is possible to specify a path, but I get the same behavior as the initial bug report (i.e., the last used directory is used for opening and saving files). This happens also, after resetting to factory settings in LO 6.4.0.0.beta1. Bug #96503 reports a similar problem for new documents. Bug #126404 (comment 1) indicates that the path is set temporarily to location of the last file edited/saved. I would take this as a documentation issue. The initial path is defined in tools > options while the path per session remains. We get regularly requests on this and the work flow is pretty clear: you work on different projects and want to keep files together under the same folder. So we better not change the current behavior.

If the current 6.4.0.2 is the intention, then I hope a "checkbox" can come into Options to use "last used directory". (i.e., the current behavior in 6.3.x)
