This is about DOCX attachment 82546 [details] from bug 103981, page 1.
Here is attached a MSO trimmed version, just 1 chart.

Text Orientation of X-Axis 0 instead of 45 degrees. 
That different from resolved bug 140623, and is a regression from 7.1 in bug 134111.

I do confirm the issue was introduced by the mentioned commit
