Textboxes in Impress admit paragraph numbering and bulleting; but in Writer - they do not. We should have numbering and bulleting in Writer textboxes as well.
Seems dupe of your bug 163245 (or bug 130923, or bug 151920) and some historical perspective on distinction between Frame (w/Styles) and Text box (without) to be found in comments and links from bug 111921 Key take away should be that ODF does support PS in *all* textboxes, but LibreOffice needs refactoring to support it consistently across its modules.
