I've downloaded a recent nightly. When I now run LO for the first time, I get the first startup dialog. That's already a bit fishy, but it's not the bug I'm reporting here. The first dialog pane tells me:

The first dialog pane tells me: "You are running version 26.2 of LibreOfficeDev for the first time. Do you want to learn what's new?" Ok, so what's wrong with that? * If I'm running an application for the first time, of course I _don't_ want to learn what's new, since I don't know the app from before. So I should not be asked that. * Alternatively, if the message is about running the _version_ for the first time - I should not be seeing the first-startup dialog at all! The agreement about this dialog was that it was to be run exactly once - when you first start LibreOffice; not on version updates. Its contents don't fit a version-update. * I have no way to say "Yes" or "No" to the question that I'm asked. And if you want to tell me that pressing the "Release Notes" button counts as saying "Yes" - I'll tell you to get serious and remember your UI 101. The third issue is actually moot, since the dialog should simply not be shown.

This it's a very significant design choice that was not discussed, and goes against the community conception - if I can call it that - arising from the discussions on bugs 117463, 154593, 137931. Specifically, there was quite some reticence about bringing up such a dialog at all. And now it comes up with every version change? That does not make sense.
I am not sure why the welcome dialog would include information about changelog. Let the user quick setup LO as they see fit and then move on. Best to not bother users with irrelevant information and don't make processing such information a requirement in order to proceed please.
