Stupid bugzilla submitted the bug while I was typing the title because I hit the Enter key instead of ">".

Anyway… in 25.8, if your UI mode is set to "GroupedBar Compact", there are some apps where the "Menu > User Interface" action is not available, so it is effectively impossible to switch to a different user interface.

Can not confirm on Windows builds against 25.8.1

In the Groupedbar Compact MUFFIN UI, the Menu provides button for the 'User interface...' dialog. Present for all modules and present on both the MUFFIN 'Menu' drop list assemblage, and on the legacy main menu when the 'Menubar' is selected active.
