I'm not sure myself how should it work.. From one side to expand a merged cell looks reasonable, but from another side I can want to insert a normal row... How Writer should understand the case? Added UX-team

If you add a row/column within a merged setup, for example A1 A2 A3 A4 A5 B1 ........ B5 C1 ........ C5 D1 ........ D5 E1 E2 E3 E4 E5 now add before/after C1 - in this case you get merged cells on the new row. Adding before B1 or after D1 inserts another A or E-like row - and this might be what people want.
