It's a common occurrence to see footnote numbers restart back at 1 after reaching 99. LibreOffice doesn't currently allow this feature. One way to implement it would be an option to "Restart Numbering" for footnotes as one can do with numbered lists. This would probably be presented as a button to click on the "Insert Footnote/Endnote" dialogue. Another implementation would be to have an "End at" in addition to the "Start at" option in the Tools > Footnotes/Endnotes dialogue. Since hypothetically someone might not want to always restart after reaching the same number, the former option is probably more flexible (in all likelihood someone should be using Chapters for this, but I'm sure there are situations I can't think of where that wouldn't do).

Summary edited for clarity as footnote numbering can be restarted on a per-page and per-chapter basis, but not the method proposed. Note that this may become more complicated if enhancement bug 55436 (request for traditional footnote identifiers) ever gets implemented. The proposed "End at" field would need to cater for these symbols (or be greyed out when using these types of identifiers).
