I can confirm that nothing happens when you go to send via bluetooth. Notes: I don't have bluetooth on my system so maybe that prevents a dialog from coming up. If this is the case my suggestion to developers is to have some kind of a message "you do not have bluetooth enabled on your system" or something of the sort. Yes, this bug still exists as of Version: 4.4.0.3 (on Win7 X64) a commandline window opens for a splitsecond, other than that nothing happens I don't have bluetooth on this system

I tried to send via bluetooth in LO 7.4.1.2 (x64) Windows 10 but I got a dialogue box showing as "Information: An error occured in sending the message.Possible errors could be a missing user account or a defective setup.Please check the Libre Office settings or your email program settings." But still I don't know where to check the LO or email program settings.
