Steps to reproduce.
1. Create a slide in impress.
2. Press "ctrl+alt+c" keys.

Comment box appears and default writing direction for that is LTR.
No option to change default LTR writing direction to RTL.

Still happens in:

Version: 5.4.2.2.0+
Build ID: 1:5.4.2-3~bpo9+1
CPU threads: 8; OS: Linux 4.9; UI render: default; VCL: gtk2; 
Locale: en-US (en_US.utf8); Calc: group

OS: Debian 64bit Stretch (Debian 9.2, with some backported packages)

By the way, the character size in the Hebrew font being used in comments is very different from that used in the English font. I think that font selection and size for comments logically belongs to the View submenu, but I do not see how can it be easily discoverable by users.

Still no option to change writing direction from LTR to RTL.
Font sizes in English and Hebrew are still very different.

Argh, apologies: this *is* limited to Impress as Writer has the toolbar buttons enabled.
