This bug is originally a duplicate of Bug 21387 in Bugzilla of OpenOffice:

In nutshell, this bug requests more flexibility in definition of numbering styles.
For example at best we can show "3rd chapter, 2nd subchapter, 6th subsubchapter" as:
<III.2.f>
but we can not show it in more complex formats like:
<III-2(f)> (which needs arbitrary texts as separators)
<f.2.III> (which needs reverse order of numbers)

Actually the feature of SETTING ARBITRARY TEXTS FOR SEPARATORS is enough for solving this issue, because someone can change the order of numbers by putting RLM character (right to left mark, U+200F) after each separator.

So the main problem and feature request of this bug is the ability to choose arbitrary text for each separator. Unfortunately, the original Bug 21387 have remained unresolved in OpenOffice and later LibreOffice since 2003.

MS Word's Multi-level lists are equivalent of LO's Outline Numberings. I think the way MS‌ Word handles format of its Multi-level lists is advanced enough to be adopted to LO Writer. You can take a look at the MS Word's Multi-level lists' editor with URL‌ below:

What we exactly need to solve this bug is a textbox similar to what you can see under "Number format->Enter formatting for number:" in image above. In that textbox you can insert references to different numbering levels, plus other arbitrary texts.
