This is part of the second part of bug 79292. With attachment 86189 [details], if you open it in LibO 4.2.4, the figure on page 2 is labelled '2', but if you save the file as a .docx and then reopen it, it is labelled '1'. This isnt a fileopen issue as opening the 4.2.4 exported docx in 4.3 beta show it also as '1'. This doesnt happen in 4.1.6 or 4.3 beta on Linux Mint attachment 99929 [details] shows how doing the saving the exporting to docx and reopening in 4.2.4 vs 4.3 beta
As discussed in Bug 79345: https://bugs.freedesktop.org/show_bug.cgi?id=79345#c1 I confirm with 4.2.5.1. Set to NEW.
It looks like it is okay from 4.3+, I retested it using Version: 5.0.0.0.alpha1+ Build ID: de1977fe7df350b3354f67ab64bf81d3c1e95b22 Locale: nl-BE (nl_BE.UTF-8) and it is indeed correct -> so lets mark it as RESOLVED WORKSFORME.
So the fix in 4.3 was never backported into 4.2, so it is still broken in 4.2.8. Though it did show it as 'figure 1' under the image, it showed it as 'figure 2' in the illustration index.
