This new content panel would appear whenever an image, frame, chart, or shape is selected. It would contain the same 3 horizontal alignment buttons (left, center, right) and 3 vertical alignment buttons found in the paragraph content panel, along with the four standard arrangement buttons (Bring To Front, Forward One, Back One, Sent to Back) and two additional arrangement buttons exclusively for shapes (To Foreground, To Background). All the uno commands for these buttons are found frame and drawing object properties toolbars.

It should be quite simple to create this needed content panel as it would just be labels and existing uno commands.

Arrange commands are already available. Allign will hopefully follow see BUG 130156 and distributing is missing for now.
