Note that the times measured are all "cold start", i.e. not using a recent LO context for the user profile. One way to test this is to launch another app in between restarting LO, or even a previous branch version with different user profile path.
I can confirm. However looks quite similar to my report bug 103252 (except testing here is a bit more substantial; so feel free to add bug 103252 as duplicate)
