In recent-ish versions of Powerpoint there is a concept of "Themes". It would be nice if Impress supported importing and exporting (and round-tripping) presentations that make use of themes. Now if I round-trip a file from PPT -> Impress -> PPT I get a duplication of master slides and there is no way to edit the masters of the theme in Impress.
Well, no objection from UX POV. Please add a Powerpoint example.

However, when I open this in Impress, I see two "Master Slides" named "Title Slide" and "Title and Content", each slide using one of the two Impress "Master Slides" and both using the "Title Slide" Impress "Layout". 1. The first major problem, which isn't really the focus of this bug and should probably receive its own bug, is that there doesn't seem to be a way to edit LO "Layouts". You can edit a "Master Slide" but the Layouts are fixed. 2. The second major problem is that there seems to be a mismatch between pptx "Themes" and Impress "Master Slides". The notion of PPT "Themes" seems to match more closely to Impress "Master Slides", yet individual PPT "Layouts" are converted to individual Impress "Master Slides" rather than Impress "Layouts". 3. The third major problem is that if I write this back out as a PPT, I now have two PPT "Themes" each with multiple "Layouts". This is not what I want.

I have to admit to not understand this Powerpoint vs. Impress comparison. What I understand is that you can place different themes in one master, for example one with blue background the other with red. And both have master slides for title and blank slides (I'm confused by the number of masters in MSO).
There are two separate but similar concepts. Both, roughly, fall under the idea of "master" slides, but they are different. The idea is that there are both "themes" and "layouts". "Themes" have a set of layouts associated with them. In Impress, one can choose a master to apply to a slide via Properties : Slide : Slide Master. The "Layout" can be selected via the Properties : Layouts. (One problem (not the focus of this bug) is that while there is a way to edit a Slide Master, there is no UI (that I can find) for editing slide "Layouts") In PPT, one can choose both the "Theme" and the "Layout" to apply to a slide. And the master for both the theme and the layout can be edited. The focus of this bug is that if, in Impress, I have a presentation that has slides that use one Master and two "Layouts" and I go to save that as a PPTX file, that file has two Masters (or two Themes). There is a mismatch between theme and layout that leads to an explosion of masters when one goes tries to save / load PPTX files.
I'd say this is a dupe - did you search before reporting? Base issue is missing feature bug 62332, PPTX fileopen was improved in Bug 144459 and Bug 155512 and now there is filesave bug 157740.
