I've reported these as a single bug - apologies if you prefer separate reports.  Summary: the bugs are in:

Paragraph Style
  Font
    Size        (bug A)
    Font        (bug A)
    Style       (bug A)
  Font Effects
    Effects     (bug B)
    Font colour (bug B)
    Outline     (bug B)
    Shadow      (bug B)
    Blinking    (bug B)
    Hidden      (bug B)
    Underlining (bug C)

There are work-arounds to all of these apart from Underlining (bug C).

BUG A: Font with Size (and Font and Style)
- open the attached document
- right-click on line 4 (the header "Similarities")
- from popup menu, chose "Edit Paragraph Style..."
- select "Font" tab in "Paragraph Stype: Heading 2" window
- change "Size" from "14pt" to "11pt" and click "Apply"
- smaller font is used in the Paragraph Style window preview and the corresponding Header 2 text in the document.  Yay!
- change "Size" from "11pt" to "14pt" and click "Apply"
- smaller font is used in the Paragraph Style window preview but NOT the corresponding Header 2 text in the document.  This is a bug.
Interestingly...
- click on "OK" in the "Paragraph Stype: Heading 2" window
- right-click on line 4 (the header "Similarities")
- from popup menu, chose "Edit Paragraph Style..."
- select "Font" tab in "Paragraph Stype: Heading 2" window
... you can see that the dropdown menu and preview still show the paragraph style has size of 11pt, and now if you change it to 14pt and click "Apply" it will change it in the document too.
Note...
... the bug with Size is also present with Font (eg, change from Arial to Batang, reverting fails as above) and Style (eg, change from Bold Italic to Regular, reverting fails as above).

BUG B: Font Effects with Effects (and Font color and Outline/Shadow/Blinking/Hidden)
- open the attached document
- right-click on line 4 (the header "Similarities")
- from popup menu, chose "Edit Paragraph Style..."
- select "Font Effects" tab in "Paragraph Stype: Heading 2" window
- change "Effects" from "(Without)" to "Small capitals" and click "Apply"
- small caps appears in the Paragraph Style window preview and the corresponding Header 2 text in the document.  Yay!
- change "Effects" from "Small capitals" to "(Without)" and click "Apply"
- small caps is removed in the Paragraph Style window preview but NOT the corresponding Header 2 text in the document.  This is a bug.
Interestingly...
- click on "OK" in the "Paragraph Stype: Heading 2" window
- right-click on line 4 (the header "Similarities")
- from popup menu, chose "Edit Paragraph Style..."
- select "Font Effects" tab in "Paragraph Stype: Heading 2" window
... you can see that the dropdown menu and preview still show the paragraph style has small caps turned on, and now if you turn it off and click "Apply" it will remove it from the document too.
Note...
... the bug with Effects is also present with Font color (eg, change from Automatic to Green, reverting fails as above) and Outline/Shadow/Blinking/Hidden checkboxes.

BUG C: Font Effects with Underlining
- open the attached document
- right-click on line 4 (the header "Similarities")
- from popup menu, chose "Edit Paragraph Style..."
- select "Font Effects" tab in "Paragraph Stype: Heading 2" window
- change "Overlining" from "(Without)" to "Single" and click "Apply"
- overlining appears in the Paragraph Style window preview and the corresponding Header 2 text in the document.  Yay!
- change "Strikethrough" from "(Without)" to "Single" and click "Apply"
- strikethrough appears in the Paragraph Style window preview and the corresponding Header 2 text in the document.  Yay!
- change "Underlining" from "(Without)" to "Single" and click "Apply"
- underlining appears in the Paragraph Style window preview but NOT the corresponding Header 2 text in the document.  This is a bug.
Interestingly...
- click on "OK" in the "Paragraph Stype: Heading 2" window
- right-click on line 4 (the header "Similarities")
- from popup menu, chose "Edit Paragraph Style..."
- select "Font Effects" tab in "Paragraph Stype: Heading 2" window
... you can see that the dropdown menu and preview still show the paragraph style has underlining turned on, but however much you try you can't get it to display underlining in the document.

thanks for your extensive report :)

May I summarise it by saying that for you, the button Apply in the dialog Paragraph style only works once in a time? (I change the summary accordingly)
(Skipping the separate thing from c.) 

Having said that, when I test it in 4.1.0rc1 on Ubuntu (with just a clean document and heading 2 - e.g.) it does work fine. So I cannot confirm.
Maybe someone else on Windows?

you're welcome - i know what it's like from the dev's side of things.

that's possible though a bug in its self - apply should always work - but is it valid to change the bug description when it is not true for bug C?

i tried the attached doc on a ubuntu 12.10 vm and could reproduce bug C.
i didn't have the opportunity to try the other bugs.

Hello Marshals,

I reproduce with LO 4.2.0.0.alpha0+
Build ID: ce0383d2950d3b0da2c457c8a406c1229de53571
Windows 7 Home Premium

In fact, with Edit Paragraph Sytle and Font Tab, we can choose multiple times another font size and use Apply, this work. Only the initial size cannot be applied again.
Similar states can be found in the other Tabs.

fwiw, that last entry should read:
- larger font is used in the Paragraph Style window preview but NOT the corresponding Header 2 text in the document.  This is a bug.

Found the same behaviour with LO 4.0.4.1 and LO 3.6.6.2 Portable. 
Somebody else can he try this on a previous version?

You mean that for you all works, except again selecting the initial font size?

Hi Cor,

Shortly, yes. If I don't exit Edit Paragraph Styles and Tab Font, change the size and apply is possible multiple times, except the initial one. 
If I had 10 pts at start, all other size are available and applicable 
except 10 pts.

I can also confirm this bug using Debian Wheezy (7.0), using the Libreoffice version downloaded from the website (4.04.2). Indentation etc. works on paragraph styles but underlining isn't applied properly. Underlining does however work if added and applied to a character style.

This issue in fact seems to be intermittent - sometimes adding new styles, restarting libreoffice and then applying them gets them to work properly.

Can't reproduce on 5.1.1.2 under Ubuntu 14.04. Can somebody else try to reproduce it? Is it fixed for everyone or just for me?

Other similar bugs like bug #88342 and bug #78342 seem to be fixed also. Please try to reproduce and see if we can close this one.

Bugs A and B are fixed in LO-5.2.1.2 (x64) on Win-10 Home-64

Bug C (Font Effects with Underlining) still occurs for me

Or, for better clarity, you could close this and open a new issue --also against 3.6.04-- for item C of comment 0, otherwise please do not advance the affected version.
