Confirmed with: LO 3.5.4.2 Build ID: own W7 debug build Windows 7 Professional SP1 64 bit Vertical text in pptx appears as horizontal.
It looks like Impress and Draw do not support vertical text at all. Thorsten, Fridrich, we will also need this feature for MS Pub import.

The text is not in a drawing shape but in a presentation object (here title). Such presentation objects are not able to rotate the text independent from the shape rotation. An alternative would be a writing-mode setting similar as available in frames in Writer. But the needed values are not implemented in Draw/Impress at all.
