Before LibreOffice 5.1 we have to use "Manage Template" to open a template. In 5.3.0 alpha1+Master (Nov. 18) there's an "Open Template" in the File menu. However if we open a template using "Open Template", it will open the template file directly just as a normal odf file, therefore when saving it will save the template file directly, instead of opening a file dialog to select a file to save. Using the old way "Manage Template" the behavior is correct.

Yes, the "Open Template" menu item is for editing the template itself, not for creating a new document based on that template - see Bug 61396. This isn't a bug.
CCing UX: why not use "Edit template" instead of "Open template"? Or if you really have to use the word "Open", why not "Open template for editing"?
I don't think it a good way. Usually if we want to edit a template, it should be under the "manage template" and provide an "edit" feature. For most people "Open template" means to open it as the template of a document, which is used to fill the content and easily complete the document.

We discussed the topic in the design meeting. (File > New >) Templates... is a bit unclear and could be renamed to "From Template...". The dialog that opens per File > Templates > Manage Templates (or via From Template...) has no "managing" features. Those could be added, which is filed likely in other tickets. We could also just remove the "Manage Templates" menu in favor of File > New >. The change is an easyhack but it needs to be sure how both relates to each other.

(Complement to Bug 126901) File>Template opens a 3-item submenu: Open Template; Save as Template; Manage Templates. Since Manage Template allows the user to open any from the list, Open Template is useless (and buggy!), may be removed. Furthermore, Save as Template should be moved to the submenu of File>Save as, where it logically belong. (Just extend the .odt type choice to include .ott.) In the end, the File>Template submenu reduces to one item and can be removed. File>Template (^N) becomes a direct choice.
